Requirements to the publication


Each article must meet the following requirements:
Articles go to edition in one copy a parcel post or e-mail. Article should be gathered in a text editor of Word, the Times New Roman, 14 points. Page margins: left and bottom – 25 mm, top – 20 mm, right – 10 mm.
Existence of drawings, formulas, tables, schedules, charts is allowed.
The references are given in the text by numbers in square brackets: [1, s. 15; 2, s. 45]. The bibliography under the heading "Bibliography" is given after the text in alphabetical order (one item of the list – one item). He issued according to GOST P 7.0.5-2008.

Each article must contain:
  • code universal decimal classification (UDC) (to place before the article in the upper left corner of the sheet);

  • information about each author in Russian and English (name, academic degree, academic status, place of work, position, contact telephone numbers or email address);

  • title in Russian and English;

  • abstract in Russian and English;

  • key words in Russian and English.


  • The article is accompanied by:
  • review (reviewer should have a scientific degree of candidate or doctor of science academic title of assistant-professor or professor).

  • a license agreement (ensures the right to use materials) in two copies. The contract shall be signed by all authors).

  • conclusion of the secrecy commission on the possibility of publishing materials.


  • The authors are responsible for accuracy of the presented facts, statistics, proper names and other details, for copyright violation (plagiarism), as well as for materials not subject to the open publication.

    Provision on reviewing


    1. The main provisions:
    1.1. Each article should contain one independent peer review from a specialist with relevant scientific experience in a given subject field. In addition, it should be presented to the recommendation of the relevant department.
    1.2. All materials must be open. Restrictive materials are forbidden for publishing.
    1.3. The editorial staff is entitled to submit articles to anonymous or independent peer review.
    1.4. The presence of a considerable proportion of critical remarks of the reviewer with an overall positive recommendation, the material can be referred to the category of polemical and print it in the order of scientific discussion.
    2. Aspects of the analysis of scientific articles:
    2.1. When evaluating the article, you should pay attention to the relevance solved by the author of a scientific problem.
    2.2. The review should clearly describe the theoretical or practical significance of the research, to relate the findings of the author with existing scientific concepts.
    2.3. A necessary element of the review should include assessment of the reviewer's personal contribution of the author in the solution of the considered problem.
    2.4. It is advisable to mention in the review the conformity of style, logic and plain exposition of the scientific nature of the material, and also to get a conclusion about the reliability and validity of the findings.
    3. An overall assessment of the article:
    3.1. For reviews required an overall assessment of the article and recommendation on the basis of these estimates to the publication, revision or strong rejection of the material.
    3.2. The review must contain the exact wording, giving the author a clear idea about the conformity of the product with the requirements.
    3.3. If there were fundamental reasons for the failure of publication, article excluded as inappropriate requirements, including the recommendations of the Higher Attestation Kommission.
